7:26a If anyone does not keep the law of your God and the law of the king,

All people who will not do the laws of your (sing.) God and/or the laws of the king

The people who do not obey both the laws of the God you serve and the laws of Persia,

7:26b let a strict judgment be executed against him,

should be punished speedily.

the judges must decide promptly what their punishment will be.

7:26a–b (reordered)

The judges must judge promptly against people who fail to keep either the laws of your God or the laws of the kingdom.

7:26c whether death, banishment, confiscation of property, or imprisonment.

They will either be killed, they will be forced to leave their country/home, their goods/things/land will be taken away, or they will be put in prison.
