Breaks out: see 13.12, 20.

He: as in the previous verse, this pronoun does not refer to the priest, but is simply a way of saying “someone.”

The stones: the reference may be made clearer by specifying “the affected stones,” or “the damaged stones,” or “the stones that had mildew on them.”

Scraped the house and plastered it: in some languages it will be more natural to say “walls” or “walls of the house” instead of house.
