“A scoffer does not like to be reproved”: “A scoffer”, as defined in 1.22, is a person who expresses contempt for God, religion, and wisdom. This line is almost the same as 9.8b and 13.1b.
“He will not go to the wise”: This line extends the idea expressed in the first line. In this line we should understand “go for advice,” “seek counsel,” or “ask for instruction.”
