17:4a But the king of Assyria discovered

But the king of Assyria learned/heard

-or-

However, Shalmaneser received the information/news

17:4b that Hoshea had conspired

that Hoshea was deceiving/tricking him.

-or-

that ⌊King⌋ Hoshea was not loyal/faithful ⌊to him⌋ .

17:4c to send envoys to King So of Egypt,

Hoshea had sent ⌊friendly⌋ messengers to So, the king of Egypt.

-or-

⌊He heard that⌋ Hoshea had sent his people to King So of Egypt ⌊requesting help/friendship⌋ .

17:4d and that he had not paid tribute to the king of Assyria

He was no longer giving presents/gifts to him/Shalmaneser,

-or-

⌊Moreover⌋ Hoshea had stopped sending/paying money to the king/emperor of Assyria.

17:4e as in previous years.

as he used to do year after year.

-or-

Before this time, Hoshea had been sending/paying him money every year.

17:4d-e (combined)

He/Hoshea was refusing to pay his customary/regular annual tribute/assessment to the king of Assyria.

17:4f Therefore the king of Assyria arrested Hoshea and put him in prison.

As a result, Shalmaneser captured him and locked him up in prison.

So Shalmaneser had Hoshea arrested and imprisoned.

17:4a-f (reordered)

But Hoshea was not loyal to the king of Assyria. He sent ⌊friendly⌋ messengers to So king of Egypt, and he refused to pay his annual tribute to the king of Assyria. Shalmaneser discovered this and had his men arrest and imprison Hoshea.
