19:19a So Elijah departed and found Elisha son of Shaphat.
So then Elijah left that place to find Elisha, the son of Shaphat.

Then Elijah went away from there. He found Elisha, the son of Shaphat,
19:19b He was plowing with twelve teams of oxen,
Elisha was plowing ⌊the ground/earth⌋. Twelve pairs/teams of oxen ⌊were walking/going⌋ in front of him,

while he/Elisha was plowing ⌊a field⌋. Ahead of Elisha, there were twelve pairs of oxen.
19:19c and he was with the twelfth team.
and he was with the twelfth pair/team.

Elisha was driving the last two oxen.
19:19c Elijah passed by him and threw his cloak around him.
Elijah went over to him/Elisha and threw his robe/shawl over/onto him.
-or-
Elijah threw/put his mantle/cloak over/onto Elisha as he walked by/past him.
