19:18a Nevertheless, I have reserved seven thousand in Israel—

But I will leave/spare seven thousand people in Israel,

19:18b all whose knees have not bowed to Baal

all those who have not bowed their knees to Baal

all the people who have not bowed in worship to the ⌊idol/statue⌋ of the Baal

They are the people who have not ⌊worshiped⌋ the Baal ⌊idol⌋ by bowing down to it

19:18c and whose mouths have not kissed him.”

nor ⌊honored⌋ his ⌊image⌋ with a kiss.”

or by kissing it.”

None of them have worshiped the ⌊false god⌋ Baal by kissing his image/idol or bowing their knees before him/it.
