Translation commentary on Ezekiel 28:19

All who know you among the peoples are appalled at you: The pronoun you is ambiguous—it can refer to both the king and the city of Tyre. All who know you among the peoples may be rendered “All the nations who knew you” (New International Version). As in 26.16 and 27.35, appalled at you means people are “shocked” (Contemporary English Version, New International Reader’s Version, New Century Version) or “stunned” (New Jerusalem Bible) at what happened to Tyre. You have come to a dreadful end and shall be no more for ever: For this closing refrain to the prophecies against Tyre, see 26.21 and 27.36. Here translators may say “You have come to a terrible end. You will no longer exist.”
