9:19a if you have acted faithfully and honestly toward Jerubbaal and his house this day,

If you have been fair and sincere to Gideon and his family today,
-or-
You were wrong in the way you treated Gideon and his family today.

9:19b then may you rejoice in Abimelech, and he in you.

may Abimelek make you happy, and may you make him happy.
-or-
If you were right then I wish that you will be happy with Abimelek as your king, and that he will be be happy with you.
