4:9a From Rehum the commander, Shimshai the scribe,

judges, leaders/administrators, officials/officers, men from Persia, Erech, Babylon, Susa ⌊in the district/land⌋ of Elam,

These men are judges and other government officials. People from ⌊the cities of⌋ Erech and Babylon and Susa and the region of Elam around Susa also ⌊agree with our concerns⌋.
