8:22a So to this day Edom has been in rebellion against the hand of Judah.

From then until today, ⌊the kingdom of⌋ Judah has not controlled ⌊the country of⌋ Edom.

⌊The people of⌋ Edom have been free/independent from from Judah ever since.

8:22b Likewise, Libnah rebelled at the same time.

⌊The country of⌋ Libnah also rebelled ⌊against Judah⌋ .

At that same time, ⌊the people of⌋ Libnah also decided not to obey ⌊the king of Judah⌋ .
