8:23a As for the rest of the acts of Jehoram, along with all his accomplishments,

The rest of the things that happened when Jehoram was king, and everything he did,

Many other things took place when Jehoram was king, and he himself did many things.

8:23b are they not written in the book of the Chronicles of the Kings of Judah?

are written in the book/scroll containing the records of the kings of Judah.

-or-

People wrote them all in the book called “History of the Kings of Judah.”
