SIL Translator’s Notes on 2 Kings 23:35

23:35a So Jehoiakim paid the silver and gold to Pharaoh Neco,

Jehoiakim gave the Pharaoh the amount of silver and gold that the Pharaoh had told him.

-or-

Jehoiakim paid Necho ⌊all⌋ the silver and gold that he/Necho had demanded/required.

23:35b but to meet Pharaoh’s demand he taxed the land

To do this Jehoiakim collected a tax from ⌊the people of ⌋ the land.

-or-

Jehoiakim taxed ⌊the people of⌋ Judah in order to pay for this.

23:35c and exacted the silver and the gold from the people,

The Hebrew text here just mentions “the silver,” using the word in a general sense to refer to wealth.

He took/received the money from the people of the land

-or-

He made the people of Judah give him the ⌊necessary⌋ funds/treasures,

23:35d each according to his wealth.

in proportion to their wealth (Good News Translation).

-or-

each one/man according to his possessions.

23:35a-d

Jehoiakim gave the silver and the gold to the Pharaoh. He taxed the people of the land in order to give the money that Pharaoh had said/demanded. ⌊He taxed⌋ each according to their/his wealth/value. He took the silver and the gold from the people of the land and gave it to Pharaoh Necho.
