21:23a Then the servants of Amon conspired against him

Amon’s officers plotted/planned to kill him,

-or-

The officials in King Amon’s kingdom secretly agreed to get rid of him.

21:23b and killed the king in his palace.

and they murdered him inside his own palace.

-or-

They killed him inside his royal/great house.
