2:17a Solomon numbered all the foreign men in the land of Israel

Solomon counted all the foreigners who lived in the land of Israel,
-or-
King Solomon counted all the people from other countries who were living in Israel.

2:17b following the census his father David had conducted,

as his father David had done.
-or-
His father King David had counted these people ⌊in the same way⌋.

2:17c and there were found to be 153,600 in all.

There were a hundred and fifty-three thousand, six hundred people.
-or-
He counted a hundred and fifty-three thousand, six hundred (153,600) people.
