But the people were making sacrifices ⌊to God⌋ at various local/hilltop shrines.

The people ⌊of Israel⌋ were still sacrificing ⌊offerings to honor Yahweh⌋ at different worship/sacred places,

3:2b because a house for the Name of the LORD had not yet been built.

⌊They were doing this because⌋ at this time, the temple that ⌊honored⌋ Yahweh’s name had not been built.

for the king had not yet constructed a temple for ⌊worshiping⌋ Yahweh.
