22:31a Now the king of Aram had ordered his thirty-two chariot commanders,

The king of Aram had commanded the 32 captains/officers of his chariots,
-or-
The king of Aram had given ⌊specific⌋ orders to the thrity-two (32) captains/commanders of his battle/war carts/wagons.

22:31b “Do not fight with anyone, small or great, except the king of Israel.”

“ You (plur) must not fight the small/unimportant or great/important ⌊soldiers⌋. Fight (plur) only against the king of Israel.”
-or-
He commanded them to attack only the king of Israel. They were not to attack anyone else, whatever their rank or status.
