22:23a So you see, the LORD has put a lying spirit in the mouths of all these prophets of yours,

“Therefore, take (sing) note! Yahweh has given all your prophets a spirit that causes them to tell/speak lies.
-or-
“And so,” Micaiah concluded, “Yahweh has sent a lying spirit to all your prophets. That spirit makes them tell you things that are not true.
-or-
Micaiah told Ahab that Yahweh had in this way put a deceiving spirit in the mouths of all his prophets.

22:23b and the LORD has pronounced disaster against you.”

Yahweh has declared/commanded that evil/bad is going to happen to you.”
-or-
Yahweh ⌊himself⌋ is bringing this evil/destruction upon you.”
-or-
For Yahweh had decided that Ahab would come to ruin/death.
