19:11a Then the LORD said, “Go out and stand on the mountain before the LORD.
Then Yahweh said, “Go out and stand on the mountain in my presence.”

The Hebrew text does not include quotation marks. The majority of English versions include only 19:11a in the quotation.
And there, Yahweh was passing by!

19:11c And a great and mighty wind tore into the mountains
Then a mighty wind, very strong, split apart the mountains

19:11d and shattered the rocks before the LORD,
and broke the rocks before Yahweh.
