The Hebrew word that the New International Version translates as “who was ruling” is literally “who was dwelling,”

son of Tabrimmon, who was the son of Hezion. Ben-Hadad was the king of Aram and lived in Damascus ⌊city⌋.

Ben-Hadad the son of Tabrimmon, grandson of Hezion, ⌊at this time⌋ was ruling ⌊the land of⌋ Aram/Syria from ⌊his⌋ city of Damascus.
