15:17a Baasha king of Israel went to war against Judah

Baasha king of Israel attacked/invaded Judah.
-or-
One day Baasha led his army against/into Judah.

15:17b and fortified Ramah to prevent anyone from leaving or entering the territory of Asa king of Judah.

Then he made/built Ramah into a strong/fortified ⌊town⌋ so that no one could leave or enter ⌊the land of⌋ Judah where Asa was king.
-or-
He ⌊captured Ramah town. He then⌋ started to strengthen its ⌊walls/defenses⌋. He wanted to prevent anyone from traveling in or out of Judah.
