25:6a The Chaldeans seized the king

.The king himself was captured.

The Babylonians then seized Zedekiah.

25:6b and brought him up to the king of Babylon at Riblah,

The Babylonians/Chaldeans brought him to the king of Babylon who was at ⌊the city of⌋ Riblah.

-or-

They took him to Riblah ⌊city⌋ and led him before the king of Babylon.

25:6c where they pronounced judgment on him.

There they put him on trial and announced/declared his punishment.

There he heard/learned how they would punish him.
