1:9a Grain and drink offerings have been cut off from the house of the LORD;

Grain and wine are no longer being offered/sacrificed in the house of Yahweh.
-or-
No one is bringing offerings of grain or wine to sacrifice in the building where Yahweh is present/worshiped.
-or-
There is no grain or wine ⌊available/left⌋ ⌊for people⌋ to bring/offer to Yahweh in his temple.

1:9b the priests are in mourning, those who minister before the LORD.

The priests are grieving, they who serve in the presence of Yahweh.
-or-
The priests of Yahweh who serve in his house mourn/grieve.
-or-

⌊And so⌋ the workers in the house of Yahweh, his priests, are weeping.
