Has pronounced evil against you is rendered “has threatened you with disaster” by Revised English Bible; Die Bibel im heutigen Deutsch has the equivalent of “has decided to destroy you.” It is also possible to say “has declared that you will be destroyed.”

As elsewhere, the house of Israel and the house of Judah refer to “the people of Israel and Judah.”

The evil done by Israel and Judah is qualified by provoking me to anger by burning incense to Baal. Thus the last half of the verse is translated in Die Bibel im heutigen Deutsch as “This is the result of what you have done, people of Israel and Judah: You have offered sacrifices to Baal and thereby have aroused the anger of the Lord.” Good News Translation, maintaining a first person reference to the LORD throughout, translates “They have brought this on themselves because they have done wrong; they have made me angry by offering sacrifices to Baal.”
