The LORD said is followed by two questions and so will often need to be expressed as “The LORD asked Cain.” However, these questions may be taken as rhetorical, and in that case “said” may be more appropriate.

Why are you angry, and why has your countenance fallen?: angry and countenance fallen are the same as in Gen 4.5.
