It is important in rendering in the country of the Jews and in Jerusalem to avoid the impression that Jerusalem was not in the country of the Jews. Of course the first phrase refers to all of the country outside of the city of Jerusalem, while in Jerusalem specifically identifies the ministry of Jesus within the city itself. However, in some languages the order needs to be changed, for example, “all that he did in the city of Jerusalem and in the rest of the country of the Jews.”
