28:25a In every city of Judah he built high places to offer incense to other gods,

In every town in Judah he built sacred places and offered incense to foreign gods.

He built places of sacrifice in every town in Judah. There he offered incense to foreign gods.

28:25b and so he provoked the LORD, the God of his fathers.

He provoked Yahweh the God of his ancestors to anger.

He made Yahweh angry, Yahweh the God his ancestors worshiped.
