For verses 15-16, see the comments at 23.5-6. Here In those days is intensified by the addition of the phrase at that time. It is difficult to retain this naturally, and many translators have simply “At that time,” as in Good News Translation.

Whereas 23.5 has “raise up,” the verb used here is cause … to spring forth, which comes from a root meaning “sprout” or “spring up.” The meaning is essentially the same, however.
