Verses 9-10 state the reverse of verses 7-8, so Good News Translation begins “On the other hand.” Here the text shifts back again to the use of the two nouns nation and kingdom (see verse 7).

Build and plant: See 1.10. Translators can say, for example, “establish and build up.”
