Exegesis:

legōn ‘saying,’ takes up elegen after the long interruption in the rest of v. 1.

kritēs tis ēn ‘there was a (certain) judge.’ For kritēs cf. on 11.19. Here it is used in a technical sense.

ton theon mē phoboumenos ‘not fearing God,’ cf. on 1.50.

kai anthrōpon mē entrepomenos ‘and not respecting man.’ anthrōpon refers to man in general.

entrepomai ‘to have respect for,’ ‘to respect.’

Translation:

Neither feared God nor regarded man. The two verbs are closely synonymous in this context; hence a contracted rendering, combining one verb with two objects, is sometimes preferable, as in “cared nothing for God or man” (New English Bible). For feared God cf. on 1.50. Nor regarded man, or, ‘nor took-notice-of man’ (Sundanese), se moquait des hommes (Bible de Jérusalem), or in an idiomatic phrase, ‘he had no business with anyone,’ i.e. he didn’t care about anyone’s opinion (Sranan Tongo).
