13:4a Now please be careful not to drink wine or strong drink,

So do not drink wine or any drinks that have alcohol.

Now this is what you must do. You must not drink wine. Do not drink other drinks with alcohol either.

13:4b and not to eat anything unclean.

Do not eat anything ⌊the law says is⌋ unclean.
