5:16a So this Sheshbazzar came

So this ⌊man called⌋ Sheshbazzar came ⌊here⌋

Then Sheshbazzar ⌊the governor⌋ came ⌊from Babylon to Jerusalem⌋.

5:16b and laid the foundation of the house of God in Jerusalem,

and built/rebuilt the foundations of the temple of God.

He caused the foundations for the house of God to be put in place here.

5:16c and from that time until now it has been under construction,

From then until now, we (excl.) have continued to build it,

From that time to now, our people have been building/constructing the house of God,

5:16d but it has not yet been completed.”
