4:7a And in the days of Artaxerxes king of Persia,

Again in the time of Artaxerxes, ⌊the next⌋ king/chief of Persia,

Even later⌋, when King Artaxerxes, ⌊the son of Xerxes,⌋ ruled Persia,

4:7b Bishlam, Mithredath, Tabeel, and the rest of his associates wrote a letter to Artaxerxes.

Bishlam, Mithredath, Tabeel, and others with them wrote a letter ⌊against the Jews⌋ to Artaxerxes.

other enemies named⌋ Bishlam and Mithredath and Tabeel and their colleagues/companions sent a letter to him.

4:7c It was written in Aramaic and then translated.

That letter was written in the Aramaic language and translated ⌊into the Persian language⌋.

They ⌊originally/first⌋ wrote this letter in the Aramaic language, and ⌊later⌋ they translated it ⌊for the king to understand it⌋.
