10:8a Whoever failed to appear within three days would forfeit all his property,

Anyone who did not gather by the third day would lose everything they owned
-or-
If anyone fails to come to that meeting within three days, his possessions will be taken from him.

10:8b according to the counsel of the leaders and elders,

by order/authority of the officials and elders of the people.
-or-
That is what we (excl.) leaders/chiefs of the people have decided.

10:8c and would himself be expelled from the assembly of the exiles.

And he himself would be expelled from the group of the people who returned ⌊from Babylon to Judah⌋.
-or-
In addition, anyone who failed to come would be banned/excluded from the community of Jews who returned ⌊from Babylon⌋.
-or-
We (excl.) will also regard/consider such a person as ⌊a foreigner and⌋ not a member of our (incl.) community of true Jews.”
