1:13a This is what the LORD says:

Yahweh says this,

This is what Yahweh said ⌊to me⌋ ,

1:13b “For three transgressions of the Ammonites, even four, I will not revoke My judgment,

“For three crimes of Ammon, even more ⌊crimes⌋ , I will not fail to punish ⌊them⌋ .

“I will certainly punish ⌊the people of⌋ Ammon because ⌊they have⌋ sinned again and again.

1:13c because they ripped open the pregnant women of Gilead in order to enlarge their territory.

He cut open the womb of the pregnant women of Gilead in order to increase his territory/land.
-or-
For the purpose of conquering the land of Gilead, they destroyed the pregnant women of Gilead in war.
