Section 25:22-26
Gedaliah became governor of Judah
25:22a Nebuchadnezzar king of Babylon appointed Gedaliah son of Ahikam, the son of Shaphan,
Then King Nebuchadnezzar of Babylon set Gedaliah son of Ahikam, the grandson of Shaphan,
-or-
Nebuchadnezzar the king of Babylon chose Gedaliah the son of Ahikam, the son of Shaphan,
25:22b over the people he had left behind in the land of Judah.
The Hebrew text refers to these people as “the people who remained in the land of Judah, whom he left behind.”
over the people whom he had allowed to stay in Judah.
-or-
to rule/govern the people whom Nebuchadnezzar had allowed to remain in Judah.
25:22a-b
And over the people who remained in the land of Judah, whom Nebuchadnezzar king of Babylon had left, he appointed Gedaliah the son of Ahikam, son of Shaphan, governor. (New Revised Standard Version)

Nebuchadnezzar king of Babylon had allowed some of the people of Judah to stay in their land. He appointed Gedaliah son of Ahikam, the son of Shaphan, to govern/rule them.
