SIL Translator’s Notes on 2 Kings 23:9

23:9a Although the priests of the high places did not come up to the altar of the LORD in Jerusalem,

The Hebrew text says that these priests “did not come up to the altar of Yahweh in Jerusalem.” It is implied that they were not permitted to do so.

The priests of the local/hilltop shrines never served as priests at the altar of Yahweh in Jerusalem.

-or-

The sacrificers from the worship places in other towns/locations were not ⌊allowed⌋ to offer sacrifices at the altar of Yahweh ⌊in the temple⌋ in Jerusalem.

23:9b they ate unleavened bread with their fellow priests.

However, they ate ⌊the holy⌋ bread made without leavening/yeast together with their fellow priests.

-or-

However, they were ⌊allowed⌋ to eat ⌊the sacred⌋ flat bread, as the other/temple sacrificers did.
