21:16a Moreover, Manasseh shed so much innocent blood

Manasseh also murdered many innocent people.

Besides that, ⌊King⌋ Manasseh had a large number of people put to death, even though they had done no wrong.

21:16b that he filled Jerusalem from end to end,

⌊He killed so many people that⌋ he filled Jerusalem ⌊with blood⌋ from one side/end to the other.

⌊There were dead bodies⌋ in every corner of of Jerusalem!

21:16c in addition to the sin that he had caused Judah to commit,

As well as this, he had made ⌊the people of⌋ Judah sin

This was in addition to the sins that the king caused ⌊the people in the land of⌋ Judah to commit.

21:16d doing evil in the sight of the LORD.

and do things that are wrong in the sight of Yahweh.

He caused them to do things that the Lord considers wrong.
