17:24a Then the king of Assyria brought people from Babylon, Cuthah, Avva, Hamath, and Sepharvaim

The king of Assyria moved people from the cities of Babylon, Kuthah, Avva, Hamath, and Sepharvaim.

-or-

The emperor/ruler of Assyria ordered some people to leave their hometowns of Babylon, Kuthah, Avva, Hamath, and Sepharvaim.

17:24b and settled them in the towns of Samaria to replace the Israelites.

He resettled/relocated them in the towns of the region of Samaria to take the place of the ⌊deported/exiled⌋ Israelites.

-or-

He made them go and live in the cities of the northern kingdom of Israel that the people of Israel had left.

17:24c They took possession of Samaria and lived in its towns.

They took possession of ⌊the region of⌋ Samaria and lived in its towns.

-or-

These ⌊foreign⌋ people then took control of the whole northern kingdom of Israel and began to live in the towns there.
