16:20a And Ahaz rested with his fathers

Then Ahaz went to be with his ancestors.

Then Ahaz lay down and died and joined his ancestors.

When he died,

16:20b and was buried with them in the City of David,

He was buried near them in the City of David.

-or-

They buried him by/near his ancestors in the part of Jerusalem called David’s city.

-or-

he was put in the tomb of his ancestors in the area called City of David.

16:20c and his son Hezekiah reigned in his place.

Hezekiah, his son, then became the new/next king.

Then his son Hezekiah became ⌊Judah’s⌋ king/ruler in his place.
