15:24a And he did evil in the sight of the LORD

Pekahiah did things that were evil/wrong in the sight of Yahweh.

15:24b and did not turn away from the sins that Jeroboam son of Nebat

He did not stop the sinful ⌊practices⌋ that Jeroboam son of Nebat

15:24c had caused Israel to commit.
