14:22a Azariah was the one who rebuilt Elath

It was Uzziah who rebuilt ⌊the city of⌋ Elath.

-or-

Uzziah had Elath ⌊city⌋ built again.

14:22b and restored it to Judah

He gave it back to ⌊the people of⌋ Judah

-or-

Then he let ⌊the people of⌋ Judah go and live there again.

14:22c after King Amaziah rested with his fathers.

after the king ⌊his father⌋ had gone to be with his ancestors.

This happened after King Amaziah had died.

14:22a-c (reordered)

After King Amaziah died, his son Uzziah rebuilt ⌊the city of Elath⌋ and returned it to ⌊the people of⌋ Judah.
