30:17a Since there were many in the assembly who had not consecrated themselves,

Many of the people gathered there were unclean.

Many of the people of Israel had not made themselves clean ⌊and could not kill their own Passover lamb⌋.

30:17b the Levites were in charge of slaughtering the Passover lambs for every unclean person

So the Levites had to kill the Passover lambs for those who were not clean
-or-
So it was men from the clan of Levi who killed the lambs of the Passover feast for those were not clean.

30:17c to consecrate the lambs to the LORD.

and could not bring their own lamb to Yahweh.
-or-
They could not offer their own lamb to Yahweh.
