27:3a Jotham rebuilt the Upper Gate of the house of the LORD,

Jotham rebuilt the Upper Gate of the temple of Yahweh.
-or-
King Jotham ⌊had his men⌋ rebuild the entrance of the house of Yahweh called the Upper Gate.

27:3b and he worked extensively on the wall at the hill of Ophel.

He also did extensive work on the city wall at the hill called Ophel.

They also did a lot of work on the wall in the area of Jerusalem called Ophel Hill.
