23:5a a third shall be at the royal palace

A third of you ⌊priests and Levites⌋ should watch the royal palace.

The second group will guard the king’s palace.

23:5b and a third at the Foundation Gate,

And a third of you should be at the Foundation Gate.
-or-
The third group will stand near the Foundation Gate.

23:5c while all the others are in the courtyards of the house of the LORD.

All the other people should be in the courtyard of the temple of Yahweh.

The rest of you will remain in the open area around the house of Yahweh.
