8:39a be heard by You from heaven, Your dwelling place.

Then hear ⌊their prayers⌋ from heaven, the place where you live.

From your home in heaven answer ⌊this prayer⌋.

8:39b And may You forgive and act, and repay each man according to all his ways,

Please forgive them. Do something for them. Respond to them all as they deserve,

Please forgive that one. Help him or her. Treat everyone fairly/justly.

8:39c since You know his heart—

for you know their thoughts/motives.
-or-
You know what they are truly thinking,

8:39d for You alone know the hearts of all men—

Indeed, it is only you who know the thoughts/motives of every human being.

for you, you alone, know what every person is truly thinking.
