So Ahab sent this message to all the people of Israel,

Then ⌊King⌋ Ahab called for everyone in Israel to come.

18:20b and assembled the prophets on Mount Carmel.

and he told the prophets ⌊of Baal and Asherah⌋ to gather/assemble at/on Mount Carmel.
-or-
All the prophets of the false gods also gathered/came together on Mount Carmel.
