Ahab became king of Israel

16:29a In the thirty-eighth year of Asa’s reign over Judah, Ahab son of Omri became king of Israel,

In the thirty-eighth year of Asa’s reign/rule over Judah, Omri’s son Ahab became king of Israel.

Ahab became king of Israel when Asa had ruled Judah for about 38 years.

16:29b and he reigned in Samaria twenty-two years.

For twenty-two years he ruled Israel. His capital was ⌊the city of⌋ Samaria.
-or-
He ruled Israel from Samaria ⌊city⌋ for about 22 years.
