4:27a Shimei had sixteen sons and six daughters,

4:27b but his brothers did not have many children,

But his brothers did not have many sons.

But Shimei’s brothers had fewer sons/children.

4:27c so their whole clan did not become as numerous as the sons of Judah.

So the people of Shimei’s clan were not as many as the people of the clans of Judah.

Therefore the tribe of Shimei/Simeon did not become as big as the tribe of Judah.
