12:32a From Issachar, men who understood the times

From the Issachar tribe ⌊came⌋ wise men who knew how to interpret what was going on.
-or-
The tribe of Issachar sent men who understood the right thing

12:32b and knew what Israel should do: 200 chiefs

They were two hundred leaders who knew what the people of Israel should do ⌊when⌋ .
-or-
for Israel to do at the right time, two hundred (200) leaders.

12:32c with all their kinsmen at their command.

With them came their relatives, who obeyed them.
-or-
They commanded their own clans.

12:32:a–c (combined)

From Issachar’s tribe came two hundred (200) officers and their relatives who obeyed their/the officers’ commands. Those officers understood that this was an important time for Israel. They knew what Israel should do.
