21:13a I will stretch out over Jerusalem the measuring line

21:13b used against Samaria

in the same way that I measured ⌊the city of⌋ Samaria.

21:13c and the plumb line used against the house of Ahab,

⌊I will test Jerusalem⌋ as I tested Ahab’s house/family.

Yes, ⌊I will use/apply⌋ the same standard that I used/applied for the family of Ahab ⌊king of Israel⌋ .

21:13d and I will wipe out Jerusalem as one wipes out a bowl—

I will clean/wash Jerusalem as one cleans/washes a ⌊dirty⌋ dish.

I will empty the city of Jerusalem and leave it as empty as a clean dinner plate.

21:13e wiping it and turning it upside down.

I will wipe it ⌊clean⌋ and turn it upside down.

I will leave it without people and completely destroyed.
